Negative test doesnt mean you can safely socialize?

You can "safely socialize" by doing it remotely or by wearing a mask and standing 6' away from whomever you're socializing with. A negative test doesn't mean you can function as you did prior to the pandemic (because other people may not have had a recent negative on a COVID-19 test).
