What does "outsource" mean?

I live in Australia and a person said to me that a lot of software engineering jobs are outsourced to places like India. What does outsource mean?

Paying someone at a different company to do work for your company.

Ian gave the right answer first.  "Outsource" means to get something from outside the organization that could have been (and usually used to be) made or done inside the organization.  The "could have been made inside" part is important.  Otherwise, the item is just inventory and the company it was bought from is just a "source".

Sometimes people will use "outsourcing" to mean "overseas outsourcing" or "cross-border outsourcing".  Those are terms used for outsourcing specifically to sources in other countries.

Did I mention that Ian gave the right answer first?

It means that the jobs needed to do that work were contracted overseas.
