    It really does seem pretty clear. You can't make everyone happy, unless you never do anything at all. Anytime you lead a group, someone is going to be unhappy. If that person doesn't do their job, you have to tell them so, and use whatever punishments are incentives are available, even if you don't like being the "bad guy". 

    Let's say you manage a fast food restaurant. You have to enforce procedures that make the service fast and food good. Some people aren't going to like having to work hard. If they are not contributing to the team, you have to find a way to get them to do more, or fire them. No one likes to fire people, but you can't avoid things you don't like just because you're uncomfortable.
