Can a local government build a zoo anymore?

It seems like every zoo in the country was built 100 years ago. When was the last time a local government invested in a major project like a zoo, or is it just the work of private and nonprofit sector?

    Yes, they can, but there's not too much interest in doing so these days.

    First, they are expensive to build and to operate, and most local governments are trying to reduce expenses.

    Second, the concept of zoos is less popular than in the 20th century.  Many people think that they are harmful to the animals, even if built to the highest standards.

    Even the not-for-profits aren't too anxious to build new zoos.
