Why did Biden want to raise the taxes in NYC higher but NY native Trump didn't? NYers are already taxed Fed/St/City and the rich are fleeing?

When Trump moved to Florida, the New York governor said, "It's not like he paid taxes here anyway."  Trump is being investigated in New York for tax evasion and fraud.  Trump also didn't pay any federal income taxes for many years.  

Trump's view on taxes appears to be that the rich shouldn't pay taxes.  Biden has a more realistic view.  Biden would raise taxes on the rich nationwide.
