As long as the kid understands how fragile the chicks are and is able to be gentle, also that they need to wash their hands carefully afterwards, there is no harm

Not most 4-year-olds, not without supervision.  You know your own child.  Any other child, supervise them closely and start with "only touch with your finger" but "don't pick up"  and "don't hold."
