Just subtract 12 from the 15, and add "pm".
The 24-hour clock runs from 00:00:00 (midnight) to 23:59:59 (one second before the next midnight).
So the hours run in the usual way (1 am, 2 am, 3 am etc) till noon/midday/12:00, then you add 12 and get 13:00 (1 pm), 14:00 (2 pm) and so on until you get to 23:00 (11 pm).
Add minutes, add seconds, up to 60 of each.
So if the time is 15:45:39, "15" is 3 pm, "45" makes it 3.45 pm, and "39" is the number of seconds after 3.45. In another 21 seconds it will be 3.46, or 15:46:00.
Major confusion arises when people aren't sure whether midday or midnight is "12 am" or "12 pm". Just call them "12 noon" or "12 midnight".
Or use the 24-hour clock, which is NEVER ambiguous, and say "00:00" (midnight) or "12:00" (noon)
