How much say do you have in a companies policies/decision making if you own say 20 percent of the shares, but someone else owns 40 percent?

There isn't a one size fits all policy.

If you are the CEO and the person with 40% is a silent investor, it would be a big difference than if you are a machine operator and someone else owns 80%.

That depends on which one of you is more in agreement with whomever owns the remaining 40%.
