He's never owned a dog, probably doesn't even like them, so... he's probably the Wicked Witch.

The thing about the Oz characters is that they all have the thing they're searching for, all along. The scarecrow is the clever one. The tin man is the most loving and considerate. The lion is brave when the situation calls for it. And in the movie, Dorothy never really even left home!
But you left out the wizard! Really, he's not a wizard, and he knows it, though he's managed to convince everyone in Oz that he is 'all-powerful'. He knows he's a 'humbug' (his own word for it). At the end of the movie (and the book) he leaves Oz only because, though he's a famous balloonist, he doesn't know how the balloon works. (He comes back in subsequent books because he's important to the story! But Trump won't.)
