I think attitudes need to change , so it becomes socially unacceptable to have children you cannot support.

One of them is the formation of the correct consensus.
Unarrested thieves do not understand until they give up living that non-consensual acts will never succeed, even if they endure unsanitary caves, poor clothing, and diets to avoid hunger.

educational and trade skills professional skills trades skills rethink our school systems look at what happens to a class of 100 high school grads a percent go to college and have DEBT others get local jobs and some are destine to be cashiers at Walmart or the dollar store for years

Questions about the answerer are not allowed....
the only realistic way to reduce poverty is by stopping the rich(est) from getting richer. People should not be paid for being rich already. Profits need to be spread among those who do the actual work.
We also need to distribute the (paid) work more fairly, so everybody can work 20-25 hours a week instead of some working 50-60 while others are unemployed

Growth can reduce absolute poverty(the world bank). Trickledown effect can reduce poverty but it has to find the cake first.

Stabilising the economy. Bring the jobs and wealth back into the country. Creating more decent waged job opportunities. Just of the top of my head.
