Is free speech the key way to always rid untruths, without which a tyrannical government may outlaw criticism of its own untruthful ideology?

Free speech is the cause of untruths and exacerbated by the development of social media among other things. There's no shortage of fake news because people line up to buy it. These people think their opinion supersedes facts. Thus, they don't want to be confused by facts having already made up their mind. The truth is usually out there some place. People need to cross reference for confirmation (among other things).
Reagan became the father of fake news when he vetoed the Fairness Doctrine. This issue needs to be revisited.

it is one critical component, yes. it would help if people would cease reading publications that are not truthful ... or at least use them as lining under the parrot cage

Yes. And the only reason some people want to get rid of it now is because they don't want their ideology to be questioned.
