How long does it take to learn intermediate French?

It depends on the individual and how much time and effort they're prepared to put into it. Surely you can see that if you have one lesson a week, it will take years, while if you have four lessons a week and do your homework conscientiously and take the trouble to listen to French songs and TV and so on, it will take a much shorter time.
The US foreign service training school says 500 - 600 hours for French.

Any language will take a long time to learn. I'm learning German and it's so hard I hate it

It depends on people / their ability to learn a language and too, the motivation.

The Canadian government French course is almost a year long. That seems typical for most people.
