Could you walk around in a place where the temperature is -40 degrees Fahrenheit?

Like on the Windy app I see towns in Russia where the temperature is like -30 to -50 and, how do they survive in temperatures THAT cold? Can you walk around or even walk from your house to your car?

    Walking around at -40 degrees F is just as easy as walking around at -40 degrees Celsius. ;-)

    They start off warm wearing winter woolies and get to where they are heading without delay. I doubt they sit on a park bench in those temperatures.

    Yes you could if you were dressed for the conditions. 

    I've been in blizzards down to about -30F(-45F if you counted the windchill).   You just don't have ANY exposed skin or you risk almost immediate frostbite.
