Can hiring managers get in trouble if they hire if they've hired too many people who engage in criminal behavior on the job ?

If they've hired too many people who've stolen from the company or assaulted someone on the job? Too many could be just two or three, just more than one person whose done such things you'd think would be serous enough to look into the qualifications of this hiring manager.

Not at all, as long as they have done the criminal background check.  Once hired, their behavior is the responsibility of the supervisor.
