Every website/app may be run as its owners choose. Twitter has nothing to do with Yahoo, so what the people who run Twitter choose to allow or disallow, has zero bearing on what Yahoo may allow or disallow. There is no comparison. Just as what you allow to occur within your home or property may be very different from what your neighbors allow to occur on their home/property.

Yahoo and Twitter are owned by 2 Different People
Yahoo turned off the Comments Because they want to give people a Time out they likely got a Lot of Complaints about people using the Comment Section to Cyber Bully other people around and they probably got Tired of all of the Complaints so they are letting people cool off
They said its only Temporary but there is no Specific time Frame of when it will be Turned back on

Biggest crock YAHOO has put out since computers were invented.
This is to prevent users from calling them out on their political bias and attempts to influence the election. NOTHING MORE, NOTHING LESS.
How can users "CONNECT" when they cannot input anything or add to the conversation.
