Should pandemic response plans be something that is legally required for the government to administer? Why or why not?

    That may be something we'll want to mandate at some point. I know that my own state had a plan and acres of storage of PPE up until 2007 when the Governorship changed hands and that was all sold off to raise revenue for a failed high speed rail project. Seems in our hubris we thought ourselves as "unsinkable" as the Titanic. Future administrations of all the states will probably pay more attention to the possibility of pandemic.

    Yes, we have less to fear from nature than we do from government.  

    OK, who in government makes the decisions?  The decision-making process is too centralized and politicians and doctors only want to empower themselves.

    Legally required by whom, exactly? Governments in general tend to be reluctant to pass legislation against themselves that would force them to do something they were mot otherwisr inclined to do.

    Because there they are the government
