Have you ever heard of someone spending 5-6 years in high school because they couldn’t fill their schedule due to budget cuts?

Update:

Students can’t fill their schedule to get classes that they need and are given mostly study hall classes.

Let's sort out a little grammar here, especially as many people use 'they' to refer to an indefinite unnamed person, in your case spending 5 years in high school.

Who, or what is the entity which could not fill 'their schedule'? Is it the high school or is it the supposed 'someone'?
