If you're doing crimes, ALWAYS  plan for the worst.  Expect to be caught and punished.

They can get records and do surveillance on the IP address if there are shady going ons that happen with a specific companies gateway! Nothing online is ever actually hidden, just harder to track!

Yes they can; but it does make it much harder to do, so unless you kill someone or degrade someone badly enough they may not bother to do so!  In your case I hope they do, and FRY you!

The answer is it depends on what you are doing, and how motivated law enforcement is to find you.   It definitely makes it more difficult for the police since they have to go after the VPN service to track you.  If this VPN is based out of a foreign country it makes it even more difficult.  If this foreign country is unfriendly to the USA it's even harder for them.  That said if you are a priority target they will still find you.  Be mindful these VPN services typically won't risk upsetting US law enforcement over a single user doing something illegal.  Despite whatever they say, VPN services will turn you over in an instant given the proper motivation by law enforcement.

Don't let the VPN be the only thing "protecting" you. The servers you visit, the unprotected part of the connection, the VPN itself can be compromised. Or you could be just one dumb mistake away from spilling the beans on your own.

Depends, if they really want to yes, but only if they're specifically looking, so unless you're planning on getting arrested for a major crime in the next year or so you should be okay.

Sometimes but then sometimes they can't even find people who are not using one. There is no way to 100% guarantee they can't, you will never know.
