Foster care in Ireland has a long not very nice history and you will find that very easily by searching yourself as it is all well documented and even now it is not in one regulated statuatory agency, so some organisations are better than others, however Foster care in Ireland is now governed by the Child Care Act 1991 and the Child Care (Placement of Children in Foster Care) Regulations 1995,  In addition, the National Standards for Foster Care, 2003... so very recent legal bills to try to set standards of care..however because of its history it is an uphill struggle to get any public approval

It's different to England, many English people run away to Ireland because social services seem to have unlimited power in England. In England social workers lie and the secret courts rubber stamp whatever they propose, whereas in Ireland it is a lot more fair.
