Is it normal for a family member in your house to dictate when you can or cannot eat?

It is probably normal in some families and abnormal in others, like everything else in life.

If it's your parent and they've paid-for and cooked your food, then it's your obligation to thank them for doing that for you and pay them the compliment of eating it.  When you grow up and leave home you can eat or not eat whenever you like.

Never heard anything like this. It does not seem normal to me.

If you're under 18, yes your parents can tell you what to do. If you're 18 or older, yes you're still in their house so it's their rules. As weird as it may be, your only option to change it is to move out. Don't think you're going to be changing any minds no matter how solid your argument is.

Yes, because that could distract you from eating to me.
