Yes he has spelled it out clearly and it would be obvious to anyone who has a lick of sense: Develop the alternatives. There are other energy sources than fossil fuels. There's hydroelectric and wind power and solar. Even bio- fuels. The alternative energy sources could be developed in America and by Americans.

Joe has always talked a bigger fight but that’s all he has ever done is talk, just look at his record he has accomplished basically nothing in 47 years. He talks that’s his game. It appears he’s talked his way into some lucrative deals with foreign nations and sold out the people of America you know the people who paid his wages to work for them.

That's because HE HAS NO PLAN..
PLUS ... REMEMBER...
HE SAID people DID NOT HAVE ANY BUSINESS Knowing what he was going to do UNTIL AFTER HE IS ELECTED.... 'That really Makes you all who are still voting for him look really uneducated and stupid to trust anyone who would say IT'S NONE OF YOUR BUSINESS...

How can you tax people to pay for a plan that will make them loose their current job at a stable rate?
The people working in fossil fuel related industries are the high earners that will pay a good share of taxes that will be used to fuel a green revolution, which may cause them to loose their fossil fuel related job.
The reality is that we use a huge amount of energy. Even if solar and wind can replace fossil fuel for electricity, they have to replace gas for heat as well. Then for reliability you need batteries which create an additional efficiency loss.
If you want to be green. Then be green. Let's not put out head in holes and regress. A great deal of Earth is covered with deserts that could sink carbon into the ground. A real plan has solutions not just fear.

Oil is a finite resource and contributes to contaminating the environment. There are other renewable sources of energy that are much cleaner. This is the future. Oil dependency needs to be phased out and replace w/ green energy jobs.

The whole world is moving away from fossil fuels, those leading in the research, development and production to supply this booming industry will make fortunes and create jobs.
China know this, which is why they are the biggest manufacturers of solar panels in the world, supplying a market which is huge around the world.
How do you think the USA led the world in the oil industry? They did so by putting money into research, development and production of all those things needed for this new industry.
Yet now those same oil industries and the politicians in their pockets have persuaded you to keep propping them up. Last year $20 billion of American tax payers money was given to the oil industry in subsidies, https://www.eesi.org/papers/view/fact-sheet-fossil...
Why do you have no problem spending money on an industry which is being superseded, as coal was with oil, yet now want to invest in the energy systems the whole world wants?

I think society faced a similar problem when stone tools went out of fashion .
