Can I use my own polymailer for USPS priority mail? ?

Am I allowed to ship something as priority flat rate for USPS with my own personal polymailer or do I have to use the USPS polymailers?

You can use your own but not at flat rate, it will be weight based.

No, priority mail flat rate has to be in one of their own priority boxes. You can still ship priority mail with your own polymailer or your own box, but it won't be flat rate.
