Can Xbox Series X play EVERY Xbox One game?

Microsoft is saying that if it plays on an Xbox One, it'll play on the Xbox Series S/X, including Xbox One games and those 360 and original Xbox games that are backward compatible. Even controllers and accessories are supposed to work across the One and the Series consoles.
The only exception is the Kinect and games that require it, as that is not carried over to the Xbox Series consoles. But I doubt anybody cares about that.

the only possible reason would be if a production company stopped a game series while it was on the xbox one, and didn't get ported over to xbox series because of some sort of copy rights.
but it's being advertised of paying every game that xbox one can play, including games it can play from xbox 360 and original xbox. whether it's digital or disc.

It should do. The architecture is very similar to the XBO, and Microsoft have already said it should be compatible with “most” games; that avoids exposing them to litigation if there are some games it cannot play.
Whether it plays them all fully and without unexpected problems is another matter entirely: there are bound to be some bugs even when playing Series X games so even more problems with non-native games should be expected. It would be expected that there will be plenty of software and firmware updates as with any new console.
