    You could have $1 billion dollars and not have exact change for ANY amount.

    If you are asking about the most coin you can have without being able to give $0.50 change, the answer is $0.49.

    Note: You can't have two quarters without being able to give $0.50 in change. You also can't have 1 quarter, dimes (as in at least 2), and a nickle without being able to give $0.50 in change.
