Where did George Lucas come up with the title of Moff?

Probably swiped from the Islam.  It's probable that Lucas just wanted a title that would sound different or alien to western audiences.  Some of the alien languages used in Star Wars are in fact foreign language gibberish and when the movie became big and foreign audiences saw them they laughed.  Lucas tended to borrow heavily from other cultures like that such as the influences of Kurosawa on Star Wars.

Probably the Muslim word "Mofti" who are esteemed in the Muslim world for their knowledge.
