Why is it always the victim's fault someone's a jerk?

Why is it 99% of the time when someone gets attacked, roasted, flamed, harassed, etc., other people just focus on the victim's actions and behavior to rationalize the attack/roasting/flaming/harassment with?

Victim blaming, much? Does the quote "It says more about them than you" no longer matter anymore?

It isn't, people just make it out to seem that way.

They do that because they see and support the reason the Guy, "attack, roasted, flamed, harassed, etc."
