Improper equipment breaking traffic laws?

Is an improper equipment charge considered not obeying local traffic laws?

    yes it is, if the law says you must have turn signals on a motor vehicle and you don't, then you've broke the law by failing to have the turn signals installed.  Most of the time you'll just get a fix-it ticket and then you'll have x amount of days to come into compliance, then you have to have the vehicle inspected and if the vehicle is found to have been repaired the fine is waived.

    Yes.  Part of the traffic laws include that you have a properly working vehicle that enables you to follow traffic laws.
