Edit picture with 90’s aesthetic ?

I need help/ tips on how I can edit my pictures similar to the one attached. The appearance of motion as well as that hue that overcomes the image.. any and all editing advice is welcome :)

There are smartphone apps that will let you make digital photos look like film photos. See the video in the link about doing in the free photo editor called Gimp.
