Nah he isn't. If he qualified for that then literally any East or Midwest rapper who've appeared on a G-funk track would be considered that too. Eminem's own music varies between Midwest hip hop, horrorcore, rap rock, and comedy hip hop (mainly Encore).
He's collaborated with artists from all over the country.

Is Eminem apart of the west coast g funk culture? Yes of course. He has collaborated with many G Funk rappers on many G funk songs. And has played a big part in music making here in the West Coast.
Mr.412 is an idiot and doesn not have much brains in general. Just because Eminem is from Detroit does not mean he cant be a part of G Funk culture. Thats like saying 2pac should not be considered a west coast rapper just because he was born in the East Coast.
