Would this be why a boss would stare at a worker?

because another worker complained about her habit (eg: tapping, chewing on a pen) which affects his performance

and even to the point where the boss would watch the worker that was complained about so much that he'd be super-observant of when exactly this particular worker arrives (eg: work starts at 8:00 and she arrives at 7:58) & when exactly she returns to her desk after temporarily leaving it to go to the bathroom, drop off her packed lunch into the lunchroom fridge, and fix her coffee.

Update:

and even result in the boss writing her an angry email, censuring her for not sitting back down until way later?

    This reminds me of the old saying, "to make a mountain out of a mole hill".

    Obviously, the boss would have to investigate the complaint as to it's accuracy.  Does it really matter?
