Can I power a 12v fan via USB?

My PC is an old Dell workstation laptop but it works good for what I do. Issue is, when it's docked, the dock doesn't have good airflow. I plan on adding the fan to the dock to blow out hot air from the back vents on the laptop. I got an old PC fan from an old PSU, and the fan is a Protechnic Magic. The fan is 0.38A and 12v. Will it work via USB-A 2 or 3?

Yeah, but it'll run undervolted, and hence slower. Standard USB delivers 5 volts. You would need a power-delivery rated port and special circuitry to get more.
