Is any part of Kazakhstan in Europe?

Not according to "The Times Atlas" of 2011.
It depends on where exactly you draw the border of Europe and Asia south of that lovely straight north/south line of the Ural mountains. Some authorities would draw the border along the full twisty length of the Ural River, and in that case Kazakhstan does have a small portion in Europe at its western end. But there is some feeling in some geographical circles that Kazakhstan is fully in Asia.

The westernmost part of Kazakhstan is situated between the Ural River and the Manych Depression, ergo it is a place in Europe.
