Meat is Live, till you kill it and cook it. Therefore fish IS a meat.

Meat is the flesh of an animal meant for food. Technically, meat is composed mostly of the muscle but can also include parts of the skin.
Fish is an animal. It has muscles and skin. Those parts of the fish is then technically meat. Fish-meat.
However, in the vernacular, because of certain religions and practices, meat has been limited to mean flesh from mammals. Even birds are separated and called as poultry (but that's another story). Fish is not included.
Another story yet are shrimp, crabs, oysters, clams, snails, crickets, larvae, frogs, lizards, snakes, etc.? Those have meat. I eat those! They're all meat (protein) to me.

fish are living breathing animals, and you have to kill them to stop there hearts before eating them. So yes, they are meat.

Yes. By definition, meat is the flesh of an animal used as food. Fish are animals, so their flesh, when used as food, is meat.
