change which party is in charge.  change from republican to democrat number superiority in the Pennsylvania legislature, in this specific situation.

"flip" only works in this usage because our system is a two-party system.  There is a choice of one, or the other, and no other choice.  Like flipping a coin.  Change from heads to tails. Well, right now the legislature has more repubs than dems.  the person wants to change that so that there are more dems than repubs.  flip it.
