What is the name of this famous painting?

It hangs in the National Gallery in London in the proximity of artists like Waterhouse and Turner. It could be a Waterhouse but it could also be a Tadema.

So it is a pretty small painting of just a brunette woman. I believe it was only a portrait or chest up. She may be wearing blue or green but what stands out most are her green or blue eyes that match the other colors in the palette. She stares intensely and her jawline makes her look strong, but not too masculine. I was hypnotized by this painting because I felt like I was looking at myself and I am curious to know who it was from. It may have been a brunette or redhead. Definitely impressionistic.

Update:

I found it. It is by Rosetti.
