Is it strange for someone to be in special education due to an anxiety disorder ?

    No, not really. Certain kinds of disabilities, such as Autism spectrum disorders, tend to make the individuals who have them very vulnerable to anxiety disorders such as social phobias, for example. Some of the intellectual disabilities can also cause issues with anxiety AND depression. So it's not so out of the realm of possibility for someone with an anxiety disorder to be considered to be "special needs" when it comes to education.
