can I bet on both red and black always? no matter which wins I get paid unless 0 wins but the odds of that are slim

Sure you can bet that way. But that would be dumb. You break even almost ever spin. Never win anything. And when 0 comes up, you lose money.

You can. Croupiers will love you. Not only can you bet on red and black, but you can put a bet on every number on the layout.

Back in the old days at Vegas World (demolished for the Strat), some college students made $ doing this. How? Because Bob Stupak was a major huckster and gave out free bet coupons with each reservation. They would get $500 to $1000 coupons. The trick was that you could only bet on even money bets, but while they couldn't be directly cashed in, if you won, you got real chips in return.
So, they figured out if they played both red and black they were essentially cashing in the coupons for cash. They also figured out a side bet on greens would make the odds even better.
They won enough to pay for the rooms and make a profit. They even recruited their college friends by getting them to give them their coupons.

Sure, they could care less. You make no money at all, and in the long run, you lose money when 0 or 00 hits. You don't "get paid", you just take back the same amount you bet.

Of course you can.
But, at best, all you will do is break even. At worst, you will lose both bets because the wheel lands on green ( 0, or 00 ).

Sure they'll allow it.
On average you will break even on 36/38 spins and lose both bets 2/38 spins.
A live roulette game will average about 40 spins per hour.
So lets say you're betting $5 on each color for a total of $10/spin. If the pace is slightly slower than average resulting in 38 spins per hour, and the results are perfectly average you'll lose 2 bets per hour, meaning the casino will take in about $20/ hour from you.
Obviously those stakes aren't going to buy the casino owner a new private jet, but they aren't going to turn away a mathematically profitable bet. Casinos know that most players start small until they get comfortable with the game, so they'll happily take that $20/ hour profit from you until you feel comfortable with higher stakes.
Many of the nicer casinos in Vegas will have minimum bets of $10, $15, or even $20+ (especially during busy times such as Friday evenings), that would translate to a profit per hour of $40, $60, or $80+ from your strategy.
I know, you're thinking you'll get free drinks and points in their player's club - but again they're still winning. That "$10" cocktail that you get free because you're actively gambling probably only has $1 worth of bottom-shelf liquor in it and if you don't tip the waitress and you're only playing the lowest stakes allowed at the game with the lowest house edge you can bet they're not going to come around more than once or twice per hour. Oh, and those player reward points are completely worthless.
So you might think its a clever plan to get some free drinks without losing much money, but the casino still makes a profit from you in the long run. Maybe you'll get lucky and hit a long string of no 0's hitting and you won't lose anything, but its equally likely you'll hit a string of several in a row and lose more than average.

The casino will gladly let you bet both red and black at the same time, because they'll make more money if you do.
Sure, most of the time you'll win on one and lose on the other and break even, but 2 times in 38, it'll come up with 0 or 00 and you lose both bets. Some wheels only have a 0 so you only lose 1 time in 37, but you still do lose in the long run.
