By stickers, labels or other tell tale signs. You need to check with the seller. Normally a new laptop is in a sealed box. A refurbished laptop would be in a resealed box or one not sealed at all.

Normally you know by the price. It is a hell of a lot cheaper.  Also should be written on receipt.

it should say in the item description where you bought it.

    if not, ask the seller.

Any reputable store selling laptops would have to state if the machine is a refurb. Refurb means "used" legally, just that it was reconditioned by some factory tech to original configuration and supposedly tested.

by the warranty.  refurbs don't come with the maker's 3 year or longer warranty, only 1 year

First and foremost is where you bought it. IF you buy from a reputable store and they say it's brand new, it's brand new. Otherwise, you may never know.

It has a serial number that can be checked for warranty at the brand web site.

If the laptop is functional, you can determine some of its components for performance and their release year. Although they build some new laptops with parts released long ago, those performance and laptop features tell you a lot about its performance.

Belarc Advisor and Speccy Software tell you quite a bit with a few web sites.

My laptop I purchased in April:

AMD Ryzen 5 3500U with Radeon Vega Mobile is a 1Q2019 release, fairly new, but one generation back. I bought this from Lenovo, and was a leftover inventory model.

CPU speed score 7154 is a high-speed CPU for a laptop, close to a 10th Gen core i5 for laptops.

Vega 8 Mobile graphics is rank 316, not for gaming, but adequate general purpose.

The Hitachi 256GB Solid State storage has been powered on 1023 times.

There is a 8GB single channel operating ram at a fairly slow 298MHz with 6gb usable and 2GB reserved to graphics

As you can see, even without a link to Lenovo, Speccy and Belarc show a lot. I have much more than I describe here.
