Why is 20 the limit of questions you can answer and when does yahoo consider it the next day?

Yahoo Limits the Number of Questions you can Answer Each day to Prevent Spam and Misuse
Thats the Lowest number for Level 1 users as you get to the Higher Level the Number of Questions you can Answer a day will go up
And Midnight PST Pacific Standard time is when its the Next day so Depending on what Time Zone you are in the Exact time will Vary

The limit is to reduce the ability for a new account to spam the site with a lot of violations before hopefully being reported enough to get the posts removed and/or the account suspended. It was also chosen as a starting point for newbies to get used to the site and to work toward earning points and reaching the next level (back when points meant more than they do now).
The YA day resets at Midnight UTC time, so you'll have to determine what time it is where you are at Midnight in that time zone (link below) so you'll know when the day resets for you. It's currently 8:49 PM UTC time, but 3:49 PM Central Time, for example.

to avoid spamming. An advertiser could come on and post 100+ posts before it gets noticed.

It depends on your time zone, but I'm not exactly sure how it works.
They have a 20 limit so that level 1 users can't spam the site with crap.
