Since "It is God working in us" (Phil 2:13) as Christians (I Cor 12:11-13) why are today's Christians still water baptizing themselves?

ROMANS 11:6 

"AND IF BY [HIS] GRACE THEN IS IT NO MORE OF [OUR] WORKS:  OTHERWISE [HIS] GRACE IS NO MORE [HIS] GRACE.  BUT IF IT BE OF [OUR] WORKS, THEN IS IT NO MORE [HIS] GRACE:  OTHERWISE [OUR] WORKS IS NO MORE [HIS] WORKS"  

SO WHY ARE WE WATER BAPTIZING EACH OTHER WHEN IT IS BY HIS GRACE THAT HE GAVE US (((THE PROMISE))) IN ACTS 1:4 THAT WAS SPOKEN OF IN JOHN CHAPTERS 14, 15, AND 16 WHO CAME ON THE DAY OF PENTECOST (ACTS 2:2-4)?

    Because, quite obviously, that baptism is a "powerful WORKING of God."  Col. 2:12  [ESV]   " buried with Him in baptism in which you were also raised with Him THROUGH FAITH in the powerful working of God, who raised Him from the dead."
