Is it illegal to remix or cut an original song in order to create a dance to it?  ?

    Yes, if the original song is copyrighted and you don't have the owner's permission!  A song that has been remixed or cut up and rearranged is called a "derivative work" because it has been derived from the original.  Copyright gives owners the exclusive rights to authorize the creation of derivative works.  Doing so without authorization is infringement - and illegal.

    To put this into perspective, consider the fact that some artists have lost lawsuits and have had to pay big damage awards for having used an unauthorized few second sample of another song in their own otherwise original song (for example, look up the court case Bridgeport Music, Inc. v. Dimension Films). What you are suggesting is far more blatant copyright infringement.  You should either create your own original dance music or get all required permissions before making use of someone else's song.
