Legal to drive on a private road without learner permit?
I was wondering if it’s legal to drive on a private dirt road without a learners permit with a parent?

As long as it is a private road and not used by members of the public. (UK).
Even driving on private property open to the public , a car park for example, requires insurance and therefore a licence,

Yes. A license or permit is only required on public-access roadways (paved or dirt). If it is a shared private road, there could be some liability issues.

Drivers licenses and permits only apply to public property or the expected entry to it. Remaining on the dirt road with the owners permission and not approaching the public access is legal as you describe it.
