In American soccer, why is it that the ‘Designated Player Rule’ only applies in the men’s league and not the women's?

In American soccer, why is it that the ‘Designated Player Rule’ which allows MLS teams to sign star players does not apply in the women’s soccer league?

    The Designated Player is only part of MLS.  While MLS is associated with USSF, they are separate entities just like the lower divisions of USL and NASL and the women's NWSL.  Quite simply, each league makes their own rules.  The only one which is a little different is NWSL as my understanding is that they are more closely tied to USSF who subsidizes them.
