is falling off a 10 foot high bridge or jumping off deadlier?

would falling off or jumping off a 10 foot high bridge into 20 foot deep water be deadlier?  Which is more likely to result in more severe injuries?

would standing on the rail and losing your balance be less likely to cause severe injuries than someone climbing over the rail and jumping off?

Is there a difference in the injuries sustained by falling or jumping off?

    I'd imagine falling would be deadlier as you be surprised and would have less control over your fall.
