What do you understand from ‘They have frozen the solution’ a path to a solution, a path to peace, negotiations for peace?

Does it makes sense to say ‘They have frozen the solution’?

Solution meaning a path to solution, a peace negotiations, peace process..

Thank you :)

Update:

This is a somg lyrics that needs to be as direct translation as possible to make sense...

They, some others, has put the peace negotiations in the fridge to freeze it until to uncertain times..

In normal English that does not make sense to me.

    a) Wrong forum. You should be asking in Words & Word Play in the Education category, not in Philosophy

    .

    b) No. Frozen is a bad metaphor because negotiation requires a flexible approach, not a stiff one. The peace process is about give-and-take. Any solution needs to be dynamic, not static.

The poetic exaggeration vs the legal reality?  How to present the dynamic as "making sense"?  It describes a control situation, and the description is likely modulated by the writer's point of view, and unless in a real dictatorship such as Russia, Belarus, or Communist China, is inaccurate as to intensity and lack of access to redress or protest.  Too infantile-left or unrealistic, even when dealing with e.g. U. S. military-industrial complex.
