software for making graphic and text documents?

I want to make documents for A4 sheets. I need to put words and pictures as if it was a kid's book. add things on any place of the page, also add lines or bars.

Let's say like a flyer but no so focused on graphics. Is illustrator good for that? are there more practical tools? I don't know if word allows moving things freely but it's ugly anyway..  Sorry I'm not sure if I'm clear.. xD

    InDesign, part of Adobe's Creative Suite, is intended for such work. However, since it's Adobe, you have to get a subscription and it's not cheap. Illustrator will work for constructing your illustrations, which then can be placed in a document in InDesign.

    Any word processing software can do that, but you may need some graphic software for pictures.
