    Because the innate human ability that is speech is innately oral, while punctuation is a written construct that is part of a wider construct for coding speech in a manner that isn't oral or innate by using marks on a medium. What's more, unlike words and letters, the written construct that is punctuation does not have a direct counterpart in speech, in oral expression, making it especially problematic and confusion, even among grammarians, who will often disagree as to what punctuation is "correct" in a given instance.
