Do these sentences mean the same thing?

A. Friends have rarely visited him for a long time.

B. Friends have hardly ever visited him for a long time.

    Yes. I would rewrite the sentences. The sentences below are better.

    His friends seldom visit him. 

    The last time his friends visited him was years ago.

    not exactly, but worse than that, they don't mean what I think you mean. They seem to be about the length of the visits. Put the "for a  long time" at the beginning:

    For a long time, friends have rarely/hardly ever visited him

    Both sentences are very badly worded (poor English), but, they essentially meant the same thing.
