     182 × 38 + 27 = 6943

     Estimate 6943 ÷ 38 by first rounding each number   

     so that it has only `1 nonzero digit. 7000 ÷ 40 = 175

    It seems like you've asked very similar questions to this but I don't see you learning from those answers.

    The first thing you need to be able to do is to round using the leading digit.

    6943

    We want to keep the first digit:

    6|943

    Now look at the digit that follows immediately after.

    6|943

    ...^

    If that is 5 or higher (which it is), we increment the first digit (to a 7). Then we replace all the following digits with zeros.

    7|000

    So the rounded number is 7000.

    Let's do the same thing with 38:

    3|8

    .. ^

    It's 5 or higher, so increment 3 to 4. Again replace the following digits with zeros.

    4|0

    The second rounded number is 40.

    Now divide:

    7000 / 40

    If you divide 7/4 you get 1.75. But you have *2* extra zeros in the first number, so move the decimal point over 2 places to the right.

    175

    That's your estimated answer for the division of those two numbers.
