It seems like you've asked very similar questions to this but I don't see you learning from those answers.

The first thing you need to be able to do is to round using the leading digit.

We want to keep the first digit:

6|943

Now look at the digit that follows immediately after.

6|943

If that is 5 or higher (which it is), we increment the first digit (to a 7). Then we replace all the following digits with zeros.

7|000

So the rounded number is 7000.

Let's do the same thing with 38:

3|8

It's 5 or higher, so increment 3 to 4. Again replace the following digits with zeros.

4|0

The second rounded number is 40.

Now divide:

7000 / 40

If you divide 7/4 you get 1.75. But you have *2* extra zeros in the first number, so move the decimal point over 2 places to the right.
