I have a question about mandated anger management therapy?

My 26-year-old brother was ordered to undergo treatment for his anger in March, ok? He competed the therapy but his report states the following.

"[last name] shows lack of self-reflection, refuses to take responsibility for his actions and continues to display hostility toward society as a whole when his criteria is not met". 

Is it even legal to make someone repeat the process? Thank you.

    Yes.  The mere fact that the court required a report be submitted suggests that the sentence to seek anger management treatment was conditional that your brother do more than just show up.  Plus it is why the disposition of sentencing isn't closed allowing the judge to amend the original order.

    He "refuses to take responsibility and continues display hostility toward society."  He obviously needs it.

    Yes but 'repeating the process' will not help when he is clearly mentally ill, he needs treatment for his mental illness, although narcissism is a hard mental illness to resolve effectively
